But it does not go far enough. The Germans didn’t sink the Lusitania, the British did. The Germans knew sinking a passenger vessel would inflame people to make them hate the Germans more, and the Germans didn’t want to create more negative opinion of them in America to get America to drop her neutrality. The British sank her to try to get America into the war.
