Fletcher had been deployed to monitor a demonstration against the Libyan leader Muammar Gaddafi, and died shortly afterwards.

In 1999, Libyan leader Muammar Gaddafi handed over the two men for trial at Camp Zeist, the Netherlands, after protracted negotiations and UN sanctions.

During the 1970s and 1980s, Libya's unsuccessful border conflicts with Egypt and Chad, support for foreign militants, and alleged responsibility for the Lockerbie bombing in Scotland left it increasingly isolated on the world stage.

The 1984 murder of police constable Yvonne Fletcher outside the Libyan embassy in London was blamed on Libya and led to a long-term rupture of diplomatic relations.
