The maximum stress in a solid rotating disc is given by:
q_max = (2 * density/gravity)*w^2+((3+v)/8)*(radiusO^2 + (1-v)/(3+v)*radiusI^2)
density = 4500.0 Kg/m^3 (titanium)
v = 0.32 ( poissons ratio)
w = angular speed = 2*pi / (24*60*60)
radiusO = outer radius (6371000 meters)
radiusI = inner radius ( =0 for a solid disc )
gravity = 9.81 m/s^2
The maximum stress that can be resisted by the disc is a fixed quantity based on the properties of the material.
Tensile strength for titanium is typically given as 343e6 pascals (wikipedia), some texts list the theoretical value as high as 940e6 pascals.

term2 = RadiusO^2 + RadiusI^2 * (1-v)/(3+v)
That gives us result in radians / second.
To convert to rim speed in mph.
rim_speed_mph = 2.236936 * w * radiusO;
The result for the 99.2% titanium is a burst point of 677.884 mph.
For the the 940e6 tensile strength we get a burst point of 1122.2 mph.
It is also possible to consider just the outer rim of the disc by setting the inner and outer radius to the same value.
In that case we get slightly lower values of 617.582 mph , 1022.38 mph.
I leave it as a exercise to test out "granite" of something more comparable to the earth crust !!!! :)
I have not even considered the "liquid core" at this point, that would produce additional stress because (of course) liquid has weight but no tensile strength. The idea of a subjective reality is interesting in a sci-fi sense.
